Q: will this charger work in cigarette lighter when the ignition is turned off

It will only charge if you're cigar/ aux socket is live when the ignition is off. Most VW cars eg Audi, Vw,Skoda etc are always on with ignition off. Test your socket first with a phone charger etc with the ignition off. If it charges it will work. If your aux socket is dead with ignition off you will have to directly connect to the battery.

Q: One review mentions that is charges at 25v in bright sunlight, thus unsuitable. Can anyone else comment on this, please?

The open circuit voltage is about 25V, when you connect the battery, the voltage drops,1.8W solar panel charger, its charging current is very small, you do n’t have to worry.
